Jack Roemer scored a pair of goals including the game-winner off a penalty kick in the 69^th minute as Class 3A fifth-ranked Pleasant Valley edged eighth-ranked City High 2-1 in the Substate 7 title game on Wednesday in Bettendorf.

The win sends Pleasant Valley (17-3) to the state tournament for the first time in program history.

Pleasant Valley will face second-ranked Cedar Rapids Prairie (15-2) in a Class 3A state quarterfinal on Tuesday at Cownie Soccer Complex in Des Moines at 5:20 p.m.

City High closed the season 11-6.
